Czech Kurzarbeit: Evidence from the First Pandemic Wave

We describe the firm-type structure of use main Czech kurzarbeit program (called Antivirus B) during spring 2020 pandemic wave. Evidence based on Structure Earnings Survey shows large participation gaps in favor employers, and disproportionately high intensity by manufacturing companies, particular those exhibiting a declining wage bill already prior to pandemic. Compared other industries, is thus able ‘cover’ support largest share decline hours worked between 2nd quarters 2019 2020, with exception hospitality culture which were directly affected measures, such as restaurant closures.
